You need a host, and purchase a webdomain. Or you can use free online hosts, that have quite a few limitations. To make a blog site you can use Wordpress (www.wordpress.org), its easy to set up. You can make your own themes/skins to juice up the look of the site. Basic of knowledge of CSS would contribute to the look of your site.
