Mouseover Zoom how to enable

I feel stupid asking this but how do you enable mousover zoom? I believe it was auto on my VISTA laptop but not on this XP PRO PC. I've looked at every setting and can not find anything relating to it. Thanks :huh:

Right click - setting - appearance - magnification.
