You can do it in a few different ways. There are different programs and stuff you can use to do it. You can also do it manually, by downloading the modified .dll files, and then swapping the ones in the correct folder for these. Doing that allows you to use themes that aren't made by Microsoft.
I personally use TuneUp Styler. It comes with the TuneUp Utilities program, and it's really easy to use. People also use WindowBlinds, which I know works as well. Neither of them are free, but they're very easy to use. Both of them have a 30 trial, so you can try them both out for free.
