If you want to enable Aero altogether then here is a tutorial on how to enable Aero in Vista Home Basic:
1. Press "Windows" and "R" and the Run window should come up.
2. Type in "regedit" and hit the "Enter" button.
3. Navigate to the key Hkey_Current_User \ Software \ Microsoft \ Windows \ DWM \ and change the value of the entry Composition to 1 and the value of CompositionPolicy to 0.
4. You can then go into Control Panel>Personalize>Colors and Appearance, and click on Classic Appearance Properties. In the list you should find the Aero option.
(Note: That will not work if your graphic card has less than 128MB of memory)
If you don't want to go into the trouble of enabling Aero then you can just install something called True Transparency. What it does is it makes your window border transparent.
