Hi there iJesse, i found that this "problem" (on my computer with Vista-Ultimate Edition installed) was stemming from using icons from Win XP Pro.
The quality of my icons was "photographic" - however, i was getting those ugly frames, till i started experimenting, I created a PNG image 256x256 pix.(alpha,shadows and all that) then I converted
it to a VISTA ICON FORMAT, it is important to adhere to that format(internal workings of Vista OS).
Then make a shortcut to wherever you wish, click "Properties", change the icon... Now It should look OK.

there are many converting utilities on the net, find the one that fits your needs
