I really don't know how this has happened, I think it might have to do with registry. So in the picture that is a icon not a .png but it has a picture frame like a .png How do I get that back to how it was?

Hi there iJesse, i found that this "problem" (on my computer with Vista-Ultimate Edition installed) was stemming from using icons from Win XP Pro.
The quality of my icons was "photographic" - however, i was getting those ugly frames, till i started experimenting, I created a PNG image 256x256 pix.(alpha,shadows and all that) then I converted
it to a VISTA ICON FORMAT, it is important to adhere to that format(internal workings of Vista OS).
Then make a shortcut to wherever you wish, click "Properties", change the icon... Now It should look OK.

there are many converting utilities on the net, find the one that fits your needs
ToyCon is a good one
