I know Vista OSX is a mess, but someone made it less of a mess:

He got the Visual Style out of the installer, and that's the style there. I've been messing around with the style for a few days now, and it's completely safe. It looks great. Here are two programs I suggest.

RocketDock
RocketDock is a free dock program. You'll need at least 10MB RAM free to run it though. If you're on a decent enough PC, you likely will have this. Now, you'll want icons and stuff, won't you? So, here are two of the best things for you:
Stacks Docklet:

Apple Mac OS X Skin:

Custom Icons:

There are other skins and things as well, but those two should be fine, at least until you want a new look for your PC. Here's a link tot the OS X icons (.ico), so they won't work on your RocketDock:

Having difficulty adding skins or icons to your dock? Check out the tutorial I made:

It works the exact same way with icons, you just do it with the 'Icons' folder.
Mac Finder
I know people might suggest WinMac or whatever. I tried this program, and I didn't like it, to be honest. I suggest you get a program such as Launchy, and put the icon on your dock. Change the icon to the Finder icon above, and change the name to 'Finder'. It won't look like the Finder when you click on it, but it'll look good anyway.

Font Rendering
Whether you knew this or not, the Mac uses a different font rendering style to Windows. I'm not sure what the Mac method is called, but the Windows font rendering is called 'ClearType'. If you open Safari 3 in Windows you'll see the Mac font rendering (not Safari 4). You can change the Windows font rendering with a program called GDI++, should you want to.
GDI++ is free, but it's hosted on a Japanese website. You can mess around with it, till you find something you like. Use it at your own risk. One of my anti virus programs said it was trying to 'Modify a system file'. This is true and false. It temporarily changes a .dll in Windows to make the font rendering happen. You can GDI++ off whenever you want though.

I hope this helps you. There are many other programs you might like for your Microsoft Mac (what I call Windows emulating Mac OS X), but I haven't used most of them. Besides, what I've given you should get you off to a good start.#
I hope this giant post helps
