Option 1 is reshacking the system file, there's a thread on the subject here.
We had a thread here just a couple of days ago actually, but I'll be darned if I can find it!
But I'd advise you to try out 3rvx first. One of the really sweet things about the app is that the tray icon will reflect the current volume level, and you don't have to mess around with system files.
